Traffic Management Plan (TMP)

Most road closures or disruptions require the submission and approval of TMP. A TMP is a specialised, site-specific plan that covers the planning, design, execution, upkeep, and dismantling of temporary traffic management (TTM) measures while work is undertaken in that road corridor, including roads, footpaths, or berms. The plan outlines the guidance for road users, including cyclists and pedestrians, around the work sites, event, or other temporary road disruptions. It aims to eliminate/ minimise risks and minimise inconvenience while ensuring the safety of both road users and those involved in the activity. All TMPs must adhere to the Code of Practice for Temporary Traffic Management (CoPTTM)

Who

The TMP is required to be designed by a qualified traffic management provider.

When

Any activity that deviates from or impacts the standard operating conditions of the road corridor. This excludes emergency response situations.

Whom

Auckland Transport

CAR

A TMP is required to be submitted with each CAR (Corridor Access Request).

Proforma

This details the work to be undertaken - location, date/ times, by whom, work methodology including risk analysis and controls, required temporary speed limit, etc. Important aspects such as parallel or perpendicular exclusion zones, guidance, taper, sign visibility distance, advance warning, etc, as appropriate, are included in the methodology.

Risk Analysis

Depending on the nature of the project, there are many types of risks that may be required to be analysed. These can be safety risks, health risks, security risks (particularly at events), environmental risks, property risks, legal risks, risk to quality of work, reputation risks and financial risks.

Submission

Typically submitted by the traffic management provider to the appropriate Road Controlling Authorities (RCA).

Work commencement

Work can start only after the CAR and TMP are approved. Each CAR is given a unique reference number.

WAP

The Works Approval Permit (WAP) includes the TMP, standard T & C, variations and approval/ extension supporting documentation.
